Italy’s Cybersecurity Crossroads: ACN Chief Warns of New Frontlines Beyond Government Firewalls

As cyber threats intensify, Italy’s National Cybersecurity Agency calls for an urgent expansion of digital defenses into every corner of society.

When the alarm sounded across Italy’s digital infrastructure last Saturday, the response wasn’t just a matter of patching up government servers. It was a stark reminder: in the era of hybrid warfare, the frontlines are everywhere. At the fifth International CyberSEC Conference in Rome, Bruno Frattasi, Director General of the National Cybersecurity Agency (ACN), delivered a message that cut through the technical jargon - Italy’s cyber posture must rise, not just in government, but in every home, business, and public square.

For years, Italy’s approach to cybersecurity was marked by fragmentation - overlapping authorities, inconsistent standards, and a patchwork of responses. The creation of the ACN in late 2021 was a direct answer to this chaos, centralizing oversight, coordination, and control of cyber defense. One of its most significant mandates: defining a national cyber perimeter and obliging those within it - critical infrastructure, utilities, and key businesses - to report cyber incidents fast. The window? As tight as one hour for the most severe attacks.

But as Frattasi emphasized, the threats are evolving. “We live in a context of hybrid war,” he warned, pointing to recent events as proof that Italy is a real target. The specter of cyber “retaliation” from state-linked groups - particularly those with ties to Iran - looms large over Europe. Yet, behind the shield of state and military networks lies a sprawling, vulnerable ecosystem: private companies, everyday citizens, and the digital lifeblood of society itself, all operating on open, often insecure networks.

This is the new reality of cyber conflict. Frattasi’s agency doesn’t just monitor and certify the technological backbone of Italy’s critical systems; it also pushes for vigilance and resilience across all sectors. The ACN’s certification service rigorously tests digital assets, aiming to weed out vulnerabilities before attackers can exploit them. But technology alone isn’t enough. The agency is championing the creation of a Cyber Innovation Network to empower Italian startups and reduce reliance on foreign tech giants - a strategic move as digital sovereignty becomes a matter of national security.

The underlying message is clear: cybersecurity can no longer be the exclusive concern of government IT departments or specialized police units. It is a collective responsibility. As Italy braces for an era where cyber incidents can ripple from the boardroom to the living room, the call is out - raising the cybersecurity posture is no longer optional. It’s the only way forward.

Italy’s digital destiny hangs in the balance. As the lines between peace and conflict blur in cyberspace, the nation’s resilience will depend on how quickly it can unite government, industry, and civil society behind a common cyber shield. The clock is ticking - and the next breach could be just a click away.

  • CSIRT: A CSIRT is a team that monitors, analyzes, and responds to cybersecurity threats and incidents to protect an organization’s digital assets.
  • Hybrid Warfare: Hybrid warfare mixes military, cyber, and information tactics to destabilize opponents, allowing states or groups to cause disruption without direct conflict.
  • Cyber Perimeter: A cyber perimeter is the boundary separating an organization’s digital assets from external threats, crucial for security and regulatory compliance.
