Battle Beneath the Waves: How Italy’s Corporate Titans Shield the Subsea Lifelines

As the world’s digital and energy arteries run ever deeper underwater, Italian giants race to fortify the cables and infrastructure that power nations - and fuel new cyber risks.

In the silent darkness of the seabed, a high-stakes struggle is underway - one where cables and pipelines, not just submarines, are the front lines. Italy, with its vast web of underwater energy and data links, sits at the crossroads of geopolitics, innovation, and cyber threat. At the recent Space & Underwater Conference, five industry leaders - Terna, Fincantieri, Accenture, Eni, and Prysmian - lifted the veil on their strategies to defend the invisible assets that keep Europe’s lights on and its data flowing.

The Hidden Nerve System of Europe

Few realize that the internet’s backbone and much of Europe’s energy security lie on the ocean floor. Terna’s Chief Information Security Officer, Luigi Ballarano, emphasized that Italy’s critical infrastructures - energy and telecom - are now inseparably entwined. “Protecting both is essential for resilience,” he warned, as 95% of the communications and control signals that keep the grid alive rely on submarine cables. Terna’s strategy hinges on advanced threat detection, asset discovery tools, and a centralized Cyber Defense Center, but also on public-private alliances stretching across Europe.

Fincantieri: Orchestrating the Undersea Defense

For shipbuilding giant Fincantieri, the underwater world is a “system of systems.” EVP Gabriele Maria Cafaro revealed how the company integrates sensors, unmanned vehicles, and AI-driven software to predict, identify, and neutralize threats - physical or cyber - before they strike. Their new DEEP platform exemplifies “dual use” tech, serving both military and civilian needs, and can protect not only sprawling cable networks but also strategic ports and naval bases.

Accenture: Digital Twins and Cyber Foresight

Accenture’s Mauro Capo outlined a paradigm shift: from reacting to attacks, to predicting and preventing them. Using AI-powered digital twins - virtual replicas of infrastructure - Accenture simulates attacks and system failures, turning every sensor into an early warning node. This “situational awareness” means operators can intervene before disaster strikes, making cyber defense a living, learning process.

Eni and Prysmian: Human-Tech Synergy and Rapid Response

Eni’s Alfio Rapisarda stressed that technological prowess must be matched by human expertise. Their approach blends sophisticated sensor data with human analysis, aiming to prevent incidents rather than merely respond. Prysmian, the cable titan, takes a holistic view - designing security into cables from the blueprint stage and maintaining a rapid-response ship on standby to halve repair times when breaks occur. For both, trusted partnerships are as vital as technology itself.

Conclusion: The Ocean’s New Arms Race

The seabed is no longer just a realm of nature and mystery - it’s a battlefield for economic security, national sovereignty, and digital freedom. As threats grow more sophisticated, Italy’s underwater infrastructure becomes both a target and a proving ground for innovation. The race is on - not just to build, but to defend the invisible lines that hold the modern world together.

WIKICROOK

  • Submarine Cable: Submarine cables are thick fiber-optic bundles laid on the ocean floor, carrying most of the world’s internet and data traffic between continents.
  • Digital Twin: A digital twin is a detailed virtual model of a real object or system, used for testing, monitoring, and simulation based on real-time data.
  • Cyber Defense Center: A cyber defense center is a facility for monitoring, detecting, and responding to cyber threats targeting an organization’s critical infrastructure and assets.
  • Dual Use Technology: Dual use technology serves both civilian and military needs, raising cybersecurity, ethical, and regulatory challenges due to its potential for misuse.
  • Threat Detection: Threat detection uses tools and methods to identify and respond to cyber threats in real time, helping protect systems and sensitive information.
